The Czarist Russian Government which once courted German-speaking peoples to settle on its vast steppes through various inducements also initiated the action to deport the descendants of these German settlers. But it was the communist regimes that wreaked the greatest havoc on these colonists.

The legal basis for deportation of German colonists was the result of an imperial decree issued 1915 during the reign of Czar Nicholas II. The first to be affected were the Germans in the province of Volhynia. More than 150,000 were shipped east.
